Minutes of the planning meeting, Thursday 6th August 2009.

 

Present: Cllrs. P Lusk (Chair), D Beechey (Vice Chair), G Beechey, P Illes, D Johnson, R Kidson, S Pledger.

 

Public Session: No members of the public were in attendance.

Cllr. G Beechey declared a prejudicial interest in item 5

  1. Request from Mr McCallen to buy land adjacent to 27 Grange Park:

 

The Clerk was asked to outline the situation regarding a small piece of land adjacent to 27 Grange Park which the owner wished to purchase. The land had previously been allotment land and there had been an earlier attempt to sell the land which had been valued by a local agent. There had been difficulties with the potential sale which had not been completed and Cllr. Murray was of the opinion that land in this area should not be sold because of the possible purchase of Clock Mills from Severn Trent Water. Other pieces of council land had been annexed by local residents and added to their gardens.

 

Cllr. D Beechey stated that he could see no reason why this piece of land should not be sold as it was of no use to the council. Cllr. Pledger agreed and suggested that the land should be independently valued and sold. Cllr. D Beechey proposed that the land should be offered for sale to the owner of 27 Grange Park after an independent valuation had been obtained. The motion was seconded by Cllr. D Johnson and agreed by the council.

 

  1. Skateboard park – request for small budget for security and cleaning;

 

A rubbish bin had been ordered for the skateboard park and permission had been granted for its positioning on Shropshire Council land. There had been some illegal entry into the park by climbing over the fence and there was a need for contact numbers to be available in cases of emergency. Cllr. Pledger moved that a sum of £100.00 be made available for the maintenance and security of the skateboard park. The motion was seconded by Cllr. Illes and agreed by the council.

 

  1. Red House – request for cheque for council contribution to internal works:

 

A request had been received for funding of £30,000 as the council’s contribution to the internal refurbishment of the Red House. Cllr. D Beechey moved that the cheque should be made available immediately. The motion was seconded by Cllr. Johnson and agreed by the council.

 

  1. Waste Management quotation for a plastic recycling skip:

 

A quotation had been received for a plastic recycling skip to be managed by Pink Skips. The terms of the quotation included a £60.00 single payment for the delivery charge, a rental of £10.00 per month and a service charge of £120.00 every time the skip needed emptying. Cllr. D Beechey had a number of concerns which included possible fly tipping around the skip and the costs which amounted to a figure in excess of £5,000 p.a. He had been in touch with Shropshire Council regarding a kerb side plastic recycling scheme and had been told that the county would be initiating a collection starting in 2010. Albrighton was scheduled for inclusion at the end of the scheme. Veolia was not interested in operating a plastics recycling skip in the village. Cllr. Beechey was also concerned about whether this was a good use of public money and whether such a project would command public support.

 

Cllr G Beechey felt that Shropshire Council should provide a skip and Cllr. Illes felt that recent experience had shown that there was a demand for plastic recycling. Cllr. Kidson suggested that residents should be told to take their plastic to the compaction skip via a notice in the Parish Magazine.

·         09/01776/FUL Erection of new garage following demolition of existing agricultural building Cosford Grange, Cosford, Albrighton.

 

No objections.

 

 

 

·         09/01982/FUL Erection of a single storey rear extension, following demolition of existing garage and rear workshop Mountfield, Shaw Lane, Albrighton.

 

No objections.

 

  1. Correspondence:

 

The resignation of Cllr. Blincoe from the Parish Council and the Crime Prevention Panel was noted with regret. The Chairman outlined the events leading to the resignation and spoke of Cllr. Blincoe’s outstanding contribution to crime prevention in the village and the general security and well being of the residents. Cllr Pledger thanked the Chair for his efforts and gave him her support.  The council agreed to declare a vacancy at the Parish Council meeting on 17th September and the Chair explained the rules regarding a possible election. Cllrs. Pledger and D Beechey agreed to serve on the Crime and Disorder Task Group and Mr Roy Evans is to be invited to a meeting in September as the new Chair of the Albrighton Crime Prevention Panel.

 

Resolved: The Clerk to write to Cllr. Blincoe to thank him for his service on the Parish Council.

 

A request for a grant from the swimming club was discussed. The letter suggested reference to the Leisure Committee but Cllr. D Beechey suggested that the members of the committee be contacted in this case in order to speed up the process and the Chairman agreed to contact Donington Parish Council. The Clerk was authorised to draw up a cheque.

 

A letter from Cllr. S Pate distributed to all Councillors was received and noted.

 

The Chairman informed members that the Chief Executive of Shropshire Housing had been invited to the planning meeting on 1st October and updates on the Parish Office, the War Memorial and Christmas lights were requested for the council meeting on 17th September.
