Minutes of the Albrighton Parish Council planning meeting held on 6th January 2011 at 7.15 pm in the Red House.
PRESENT: Cllrs. D Beechey (Chair), M Pate (Vice Chair), G Beechey, R Blincoe, S Brown,
N Hester, M Holden, P Illes, D Johnson, P Lusk, J MacLachlan, J Nelson, S Pate, S Pledger.

MEMBERS OF THE PUBLIC: Two members of the public were in attendance.
PUBLIC SESSION:
The Chairman welcomed Mr D Thompson to the meeting and thanked him for taking the time to make a presentation and answer questions on the proposed development of the land off Kingswood Road/east of Shaw Lane and the Old Smithy, Albrighton.
Mr Thompson wished Councillors a happy new year and thanked the Council for the invitation to update members on developments in the Kingswood Road area. He summarised the major headings relating to the development and the three key issues:
· The application for 80 homes and Doctors’ Surgery
· Application for the Smithy Development
· The longer term development prospects east of Shaw Lane.
Mr Thompson stated that the withdrawal of the Doctors’ Surgery from the phase 1 development of 80 homes meant that a sports hall could not be funded but there would still be open space and recreational and play activities. There would be no access to the north under the current proposals.
There had been difficulties with regard to the trees and woodland protection regarding the Old Smithy and revised plans had been submitted to Shropshire Council that day. The retention of Meeson Barn had been incorporated into the revised plans.
Mr Thompson discussed with members the implications of the Shropshire Core Strategy in which the Parish Council argued for a limited growth of 200 new homes which was 44 more than had already been committed, in addition to the 1,000 military housing requirement now clarified as additional to East Shropshire overall provision. There was also debate regarding the New Homes Bonus and where the government money that was proposed as part of the scheme would be allocated. Mr Thompson then went through the issues facing Albrighton, Cosford and related services which led to his Masterplan proposals which included the provision of 540 houses and sports facilities and he concluded his presentation by itemising the next steps which would need to be taken at national, county and local level during 2011 and beyond in the case of Cosford.
Members agreed that the implications for the village of the developments under consideration were profound and would need to be discussed in considerable detail over the coming months with county officers and local people. Cllr. D Beechey thanked Mr Thompson for his presentation and the accompanying notes provided for Councillors and looked forward to continuing the discussion over the coming weeks and months.

3. REPORT ON HIGH INTEREST ACCOUNTS WITH SANTANDER AND APPLICATION FORMS:
The Clerk reported on his discussions with Santander with regard to the Business Reward Saver Account with particular reference to maximum sums to be invested, interest rates, minimum investment periods and withdrawal facilities. He informed members that Santander had referred him to another account, the Loyalty 1 year Business Tracker, which had a higher rate of interest but would not permit any withdrawals over the 12 month period. The Clerk went through the applications forms and the necessary steps to open either of the two accounts under consideration.
Cllr. MacLachlan expressed some reservations about investing large sums of money in a Spanish based bank when the economic indicators from Spain were causing concern. Cllrs. M Pate and S Pate both felt that it would wise to investigate other High Street banks before any commitment was made and this view was supported by other members. The Clerk agreed to make further enquiries and report back to Council.
Action: The Clerk to contact each of the remaining High Street banks and enquire about higher interest business savings accounts and report back to the Council at the earliest opportunity.
4. ALBRIGHTON PARISH COUNCIL ANNUAL DINNER 13TH JANUARY 2011 SUBMISSION OF NUMBERS AND MENU CHOICES:
The Parish Council annual dinner is to be held at the Folley at Ackleton on 13th January at 6.45 pm. Members who had not already done so were asked to get their numbers and menu choices to Cllr. G Beechey by the weekend so that she could relay the information to the restaurant.
